Where is the most contaminated air in California? Believe
it or not, it is the north end of the Owens Valley.
Since the building of a small aqueduct, the water level
at Owens Lake has dropped to nothing. The former lakebed
is now exposed to blowing wind and hence airborne particles
(i.e. dust). This causes a severe dust problem for the
north end of the valley. When the Los Angeles Department
of Water and Power (DWP) asked for proposals on how
to solve the problem, they were bombarded with numerous
ideas, ranging from covering the lake with gravel, to
planting the lake with grass, to total denial that a
problem exists.
Today there are two operations on the lake developed
to solve the dust problem:
1. A farming operation is planting
Egyptian Salt Grass.
2. An irrigation system is being installed
on a majority of the lake in an attempt to maintain
a 2-4” layer of water.
Dalton became involved on
Phase 2 of the irrigation project by subhauling for
'Caltrans certified' Lowbed and Pipe Hauling Services
(LPH).

LPH is a Minority-Owned Business Enterprise (MBE) and
a Woman-Owned Business Enterprise (WBE), which was a
prerequisite in bidding the job. Subhauling for LPH,
we used a variety of dump truck types including 10 wheelers,
truck and pups and bottom dumps. This included moving
20,000 tons of base and 3,500 tons of rock for the building
of the perimeter roads. Along with supplying trucks,
LPH also supplied a loader, a grader, water trucks and
operators. In phase 3 of this project, we delivered
1,000 loads of 54” diameter pipe and moved 30,000
tons of material.
